The Petroleum Ministry in our country is trying hard to accelerate the work of linking the LPG supply with Aadhaar cards of the citizens. Under the DBT i.e. the Direct Benefit Transfer scheme, the Finance Ministry has agreed on transferring the subsidy on LPG cylinders directly into the Aadhar linked bank accounts of the LPG consumers. This scheme is supposed to be enforced very soon in some parts of the country.
However, considering the number of LPG consumers who have not enrolled for Aadhaar card yet, the Petroleum Ministry has now decided to provide the LPG subsidy to those people as well who do not have their Aadhar cards so far. Once this scheme gets implemented, these consumers will have a deadline of the next 3 months during which they have to get their Aadhar cards under any circumstances.
In case an individual is not able to procure his/ her UID card under valid reasons, then he/ she can be provided the services of LPG subsidy by the ministry. The ministry has clearly instructed the agencies as well as dealers that no one should be denied LPG cylinders on the non availability of their respective Aadhaar cards.
In order to include people from the rural regions of India, the Unique Identification Authority of India (UIDAI) has asked the state governments to set up special enrolment centres in remote as well as low lying regions of their states. Since people in villages and remote areas do not have bank accounts, they can use their post office accounts to get their share of benefits from this scheme.
Along with this scheme, the ministry is also working towards linking bank accounts with the Aadhaar numbers of the beneficiaries. The government seems to be very excited as well as confident in launching the Aadhaar card based DBT scheme in the country but the preparations taking place in this direction are comparatively lagging behind than expected.
In Uttar Pradesh, the number of enrolments is depressing so far. Around 1.14 crore people in UP have got enrolled out of the total population of 21 crore people. In UP, the enrolment work was started back in 2012 and in the first phase, 1.3 crore people were provided with Aadhaar cards. However in the second phase, only 11.27 lakh people were enrolled in 37 districts of UP. The responsibility of enrolling people in the second phase was given to the RGI i.e. the Registrar General of India.
